Maryland man busted for exposing himself at Ledo's, Safeway

A man has been charged with indecent exposure after multiple alleged incidents in Olney. Police believe there may be more victims out there. FOX 5's Homa Bash has the latest details.

A man has been charged with indecent exposure after multiple alleged incidents in Olney. 

According to police, the first incident occurred on Oct. 31 around 10:14 a.m. at Ledo’s Pizza on Olney Laytonsville Road. 

As employees were preparing to open the restaurant, a man, identified as 31-year-old Steven Kimball Randolph, reportedly entered. When staff informed him the restaurant was not yet open, one employee turned to see Randolph exposing himself in the middle of the restaurant. 

Startled, the employee screamed, and Randolph left the Ledo's.

Police obtained video surveillance footage from the restaurant, which led to Randolph’s identification.

Montgomery County Police Department’s Fourth District Commander David Smith stated that officers began circulating Randolph's photo during the investigation. 

The second reported incident occurred on Nov. 6 at a Safeway on Spartan Road. 

Officers responded to a report of indecent exposure involving an adult male, and they located Randolph nearby at a bus stop. 

A veteran officer quickly recognized him from a prior encounter.

He was taken into custody without any issues and transported to a hospital for treatment of a prior injury.

Commander Smith also called for public assistance, encouraging anyone who may have had a similar experience to come forward. 

"Obviously, any of these events are extremely concerning, but if this has been going on for a period of time with this individual, that paints a much different picture," Smith said.

Sources indicate that Randolph has faced charges for indecent exposure multiple times in recent years, including once in 2023 and three times in 2022.

He was sentenced to 120 days for the 2023 charge and was on probation at the time of these latest allegations. 

Court records also list prior charges for disorderly conduct and theft, as well as multiple addresses.

The incidents have shaken the local community. 

Jerry Amara, who works in a store near Ledo’s Pizza, expressed frustration over the repeated behavior. 

"It’s crazy; it shouldn’t be happening here. He needs to be arrested and charged for that," Amara said. "It’s violating, it’s inhuman. I don’t accept such things happening here because a lot of people come, kids walk by, and it’s not acceptable."

Olney resident Marea Eszeki also expressed concern. "It’s crazy — you don’t think things like this are going to happen around here, but people are wild," Eszeki said. "I guess just be vigilant, be smart, and trust your gut and intuition. And then get yourself to safety and report it for sure, if you see it."

The investigation remains ongoing, and police urge anyone with information to contact them.
