Local bar owners confused over reopening guidelines

DC bars say reopening guidance, which recommends they not open until stage three, could mean the end of the watering holes that make neighborhoods vibrant and give visitors a reason to have a night out on the town. Meanwhile, they say the guidelines are confusing since restaurants with outdoor seating may be able to open as soon as Friday.
