Flooding concerns as heavy rain moves across parts of DC region

A Flash Flood Warning is in place Monday as heavy showers and thunderstorms move across parts of the D.C. region. Roadways are jammed with traffic as emergency crews respond to calls for water rescues, downed trees and crashes.
