Newsham: 'Use of Force Review Board' determines Terrence Sterling shooting unjustified

D.C. Police Chief Peter Newsham told FOX 5 that the police department's Use Of Force Review Board has determined that the shooting of Terrence Sterling, an unarmed-African American man who was fatally shot by D.C. police back in September of 2016, was unjustified.
