Stores that sell hemp in the District stores are upset at getting swept in with marijuana gifting shops in D.C.'s emergency legislation. The law requires I-71 stores to get a medical cannabis retailer license but hemp was legalized by Congress in 2018. FOX 5's Chief Legal Correspondent Katie Barlow breaks down the issue.
