Mayor Bowser accused of being slow to develop community crime plan

D.C. Mayor Muriel Bowser is defending herself against a former D.C. official who told FOX 5's Tom Fitzgerald she's been slow to develop a "community plan." Advocates say efforts could cut crime hotspots by working directly with neighbors.
