2-year-old tied to chair at day care in Germantown

A Germantown family is demanding answers and an investigation after their 2-year-old was restrained in a chair at a day care. Montgomery County police told FOX 5 they investigated and they’re calling this a bad decision by the staff but not a crime. FOX 5’s Tisha Lewis has more from Germantown.
