Virginia group holds illegally parked scooters hostage

Some residents and businesses are fed up with scooters being mis-parked all over Arlington, Virginia. Now, a local man is taking matters into his own hands to fix the problem - taking the scooters hostage. FOX 5’s Sierra Fox spoke to people in the area about the issue.
