WASHINGTON - Gene Healy, the vice president of the Libertarian think-tank Cato Institute, joins FOX 5's Tom Fitzgerald on this episode of the On The Hill podcast. In 2008, Healy wrote a book called “The Cult Of The Presidency,” which examined the power of the executive branch of government.
