White Plains man killed by deputies after 911 call identified
WHITE PLAINS, Md. - The man shot and killed by deputies in Charles County last weekend has been identified by authorities as 30-year-old Jordan Proctor of White Plains, Maryland.
The incident occurred on Friday, December 20, in a single-family neighborhood located on Tottenham Drive.
Around 3 p.m. that day, officers responded to a 911 call from a man claiming he had been kidnapped and sexually assaulted.
The call was traced back to Proctor's cell phone.
Upon arrival, officers said they saw a masked individual inside the house. Despite repeated commands to surrender, the person ignored the officers and moved into an open garage.
The sheriff's office said the individual, later identified as Proctor, claimed to be armed and threatened, and he struck a shooting stance before the three deputies discharged their weapons.
Proctor was incapacitated from the impact of the bullets, and was later transported to a hospital, where he was pronounced dead.
A search of the house revealed no other individuals. The entire encounter, including the exchange between Proctor and the officers, was recorded on body-worn cameras.
Following Maryland law, the deputies have been placed on administrative leave. The Independent Investigations Division is leading the investigation, with the Charles County Sheriff's Office of Professional Responsibility conducting an administrative review.
