A Stafford County man was arrested and several rifles were seized by deputies after he caused a disturbance while reportedly intoxicated Friday morning, the Sheriff’s Office says.

Deputies responded to an apartment on Cynthia's Place for a report of shots fired just after 8:15 a.m. on Dec. 27.

Multiple callers told the Sheriff’s Office that they heard "really fast" shots coming from the apartment unit.

When one of the deputies arrived at the apartment complex to speak with one of the callers, he overheard a man’s voice coming from the apartment in question stating that if police arrived, he would "shoot them."

This man was identified as Sokha Chhim. Deputies determined that Chhim had several firearms inside of the apartment and found out that a child was inside as well.

Nearby residents were asked to stay indoors as the deputies worked to resolve the situation.

Deputies with the Crisis Intervention Team were able to talk to with Chhim and persuaded him to peacefully surrender. The child was taken from the home, unharmed, as Chhim was taken into custody without further incident.

A search of the apartment revealed three spent rifle cartridge cases and three empty cans of alcoholic beverages on the balcony. Deputies also found three loaded rifles in the living room.

Chhim was found to be intoxicated and he admitted to shooting his AR-15 from the balcony, believing that people were following him. No one was harmed during the situation.

He has been charged with discharging a firearm in an occupied building, reckless handling of a firearm, and contributing to the delinquency of a minor. He was held at Rappahannock Regional Jail without bond.
