Barnard said some of the flood waters were as deep as three feet. The Red Cross is on the scene providing assistance to residents in need.
Some residents told Barnard that their belongings were covered in mud from the storm water. Images from the scene show a metal exterior door that had been bent on its hinges as water gushed through.
Barnard say gas service to the building and electric service to the ground floors has been disabled while the damage is being addressed.
