DoD employee arrested for indecent exposure on Virginia trail

A suspect accused of indecent exposure has been identified as a Department of Defense employee, FOX 5 has confirmed. FOX 5's Lili Zheng has all the latest details.

A suspect accused of indecent exposure has been identified as a Department of Defense employee, FOX 5 has confirmed.

Sean Maxwell, 53, of Burke has been charged with indecent exposure after police in Fairfax County said a victim observed Maxwell running on Pohick Stream Valley Trail and exposing himself. A witness was able to record the incident and provide it to officers, police said.

FOX 5 contacted the DoD on Wednesday, and a DoD spokesperson directed us to the U.S. Air Force, which confirmed Maxwell is an Air Force civilian employee. However, the department did not comment beyond that.

Helen Williams lives by the trail and said she believes she walked behind Maxwell at one point last Friday before he was arrested.

"I just got a weird feeling because it felt really odd. It looked like he was in his underwear," she said. "I snapped a picture of him while I was walking on the trail. Literally, at like 12:55 p.m., I snapped a picture and I came out of the entrance and I see all the police cars."

Williams added that she walks on the trail frequently, but she is more aware of her surroundings now after her sister encountered a similar situation of indecent exposure a few months ago.

"I just felt like maybe I was in the middle of a trap or whatever, but just something instinctively about him raised my awareness," she said. "I don’t know if it’s a woman’s instinct. I guess I kept what happened to my sister in the back of my mind."

Amber Lynn of Burke said she also uses the trail almost every day when the weather is nice.

"It’s scary to think because there are a lot of kids," Lynn said. "There’s a lot of kids in the neighborhood and teen kids. Our daughter used that trail all the time. She’s an adult now, but she went to Lake Braddock and her and her friends would go to and from that community. So, it’s scary to think something like that could be around."
