Police are asking for the public's help in locating a missing one-year-old, Morgan Carter, who was reported missing on Monday.

Carter was last seen on Halloween on E Street in southeast Washington near Southern Avenue.

Authorities believe the situation is domestic and suspect she may be with 31-year-old Peguy Sikadi.
