Victim driver in I-66 wrong-way crash is gov employee, Secret Service says; suspect remains at large

WASHINGTON - A Virginia man is still on the loose following a Secret Service-involved crash on I-66.

The U.S. Secret Service says Monday can confirm the victim driver in the wrong-way crash is a federal employee who was reporting to work in the District of Columbia.

Meanwhile, Arlington County police say they're searching for suspected driver 28-year-old Victor Ebai from Springfield, Virginia.

The Secret Service says they spotted his car going the wrong way on I Street Northwest in DC, around 4:40 a.m. on Sunday morning.

Investigators say Ebai refused to stop and led them a chase toward I-66. Once on the interstate, they say he drove westbound in the eastbound lanes, eventually hitting another vehicle head-on.

That's when police say he took off on foot, which initiated a manhunt both in the air and on the ground.

Both vehicles were badly damaged with the black car up on the median. A passenger was pulled from the suspect vehicle when it caught on fire. That man and the driver of the other car are both expected to survive.

Ebai faces charges for Felony Hit and Run and Felony Eluding from Arlington County police.

The Interstate was closed for a short period in both directions and the eastbound lanes were closed for hours. A number of Secret Service agents were on scene the entire time.

One of those agents tells FOX 5 that a person involved in the crash was a "White House military pass holder."

Even with all the law enforcement agencies in the District, dividing up an investigation in this manner is highly unusual. DC police appears to not be involved in the investigation, even though the chase was through DC.
