Alexandria man filmed child changing in Fair Oaks Mall Forever 21, police say

ALEXANDRIA, Va. (FOX 5 DC) - An Alexandria man is facing felony charges after he allegedly tried to film at least one teenage girl changing in a Fair Oaks Mall Forever 21 fitting room.

Mumtaz Rauf, 39, was caught after a victim noticed black device that she thought might be a cell phone or camera pointing down from a wall of the clothing retail store's dressing room.

"She stated that while she was in a state of undress in the fitting room trying clothes on, she looked up and noticed there was an object hanging from the wall -- maybe a cell phone she couldn't really make out what it was. She became alerted by that and started speaking with store employees who then recognized an individual leaving the fitting room area at a quick pace," said Fairfax County Police Sgt. Aaron Pfeiff.

Police responded to the store around 4 p.m. on Monday after the incident was reported.

An employee told police that a man identified as Rauf was seen leaving the store, heading into the mall.

When police found Rauf in the fitting room at an H&M location in the mall, they discovered that he had a number of items including a pinhole camera, black tape, and a Bluetooth transmitter that police believe he was using to gather video and pictures from various fitting rooms.

Because of the nature of the case, police are concerned that there are other victims.

"We do believe in cases like these that there are additional victims that we don't know or they don't know yet but we are hoping the victims might see this story and see the image of the individual and they might recognize him," Pfeiff said.
